To determine the amount of money the U.S. government obligated from fiscal 2008 to 2012 for outside legal help, we used data downloaded on October 2 from USASpending.gov, which compiles information on federal contracts.

Each line in the individual contracts pages signifies a contract or contract modification. Funds obligated are the funds put aside for the contract; however the amount listed doesn’t necessarily signify that the contractor received all of the funds. Negative amounts in the combined totals are likely funds deobligated from contract amounts that predate FY 2008.
